Vista – The dependency service or group failed to start

This was an error that has come up on some students’ computers.  The problem was that it isn’t very specific so it’s insanely difficult to troubleshoot.  But since the main problem along with that error was the internet not working that helped me figure out what to try.

Some people reformatted and that worked, some people did a system restore and that worked, others reinstalled SP1 and that worked.  Based on the research I did today I couldn’t find any solution that worked for more than 1 or 2 people.  I decided to use a stack repair to see if that would do anything.   I hadn’t seen that in any of the forums I read but it was worth a shot since nothing else worked and I’ve used it in the past to fix connection problems.  If it only worked on one of the computers I wouldn’t think much of it but it worked for both computers so here’s what you do:

  1. Go the start menu and type cmd in the search bar.  Right-click on it and choose “run as administrator“.
  2. Now type "netsh winsock reset" without the quotes and hit enter.
  3. Next type, “netsh int ip reset" once again without the quotes and hit enter.
  4. Ignore it if it says that one of the repairs couldn’t be done and now restart the computer.

What this does is reset some configuration files and registry keys to their original state that are related to your computer knowing how to get online.  Various things can corrupt them including viruses/spyware, installing some networking software, and I’ve read some programs that try to remove spyware/viruses can even corrupt them.

I’m not sure what the message saying a repair couldn’t be done was about because they were both able to get online afterward.  I hope this helps some people because the forum posts I saw were pretty hopeless. One pattern I did notice was that a lot of people reporting this issue said that some windows updates had been recently installed.

I think something to look out for which may help you decide whether this will help is opening services.msc (type it in the search bar) and looking at the services that are supposed to automatically start.  On one of the computers I noticed that the DNS Client and DHCP Client both were not running and gave me an error when I tried to manually start them; IPSec Policy Agent, Base Filtering Engine also were not running.  The funny part about that error was that it was something like “A file that should never fail has failed to start.”  Uhh… thanks?

If you end up trying this or finding something else that works please leave a comment, it would be good know.

Didn’t work? See this post for a few more ideas.

Edit: I’m happy to see this is working for people.  I know how frustrating something like this can be.

Update: In response to the comment from Matt, it sounds like the problem your computer is having is far more than just some services failing to start or some winsock & TCP/IP configurations being corrupted.  I would be surprised if running those commands broke anything since all they do is reset some configuration files to their original working state.  A virus could have corrupted a bunch of files on the computer including those mentioned in this post, so it was only one symptom of the problem.  Sorry it didn’t work.

    hey there,
it didn’t say that there was a problem when i entered both texts and suggested that i restart – so i assumed and restarted… it still isnt working and is still coming up with the initial error.. what should i do?

    • #21 by jen3ral on August 20, 2012 - 4:15 PM

I would either try a system restore or going to your command prompt and typing “sfc /scannow” (without quotes). It runs the system file checker that will check other system files for corrupted ones. You may need the operating system disc if it finds corrupted files. If neither of those work I would just back all your important stuff up and restore to factory settings. That would be quicker than trying to troubleshoot it.

    Hi Sir,

I do try your steps, however initially it won’t work as an error appear I right click on CMD and click run as the administrator. The error wording is ” the service cannot control message this time”. I skipped this by entering the next 2 codes in the command prompt as you stated but again another errors appears i.e.” Reseting echo request, reseting global, reseting unicast address, reseting route were all failed, the last line , there is no user specified setting to be reset.”This is where i stop.if you have time, i am glad to hear from you.

    You are a genius!
I did try system restore *Failed!
Didn’t know how to reformat 😦

so I tried your reset configuration steps and at
first a pop up window appeared:
    Location is not available
    C:\Windows\system32\config\Desktop is not accessible.
    Access is denied.

    then another windows sidebar appeared:
Settings.ini is being used by another process. Close the other program and then click Retry, or click Cancel to exit Sidebar.
I just canceled and closed these windows.

So i thought it didn’t work then I restarted the laptop….
and my desktop settings came back and it did fix the internet connection!!!!

Thank you so much for your help!!!! God bless you!

  65. #73 by PCperplexed on July 25, 2010 - 8:20 PM

    Hello,

I was getting the same “group failed to start” message so I tried the fix suggested and after typing in “netsh int ip reset” the message returned was “There’s no user specified settings to be reset.” What does this mean and how to fix it?

I Ignored this once and tried to restart but computer froze in on shutting down screen for better than an hour. Wondering if these problems are linked, the computer needs professional help, or needs to be taken out back and put down?

Thanks for any help you can give!

    • #74 by jen3ral on August 10, 2010 - 1:59 PM

Sorry it took me so long. I’m not finding anything helpful online about this. The only thing would be to double check that you’re opening the command prompt as the administrator. If you are and it still doesn’t work then you could try to use the system file checker. It’s a command you run from the command line and you may need the installation CDs in case it finds files that it needs to repair. If that still doesn’t work then I would just go for a repair installation.

      System file checker directions

    • #84 by jen3ral on February 11, 2010 - 4:09 PM

The first thing I would try is a system restore, if you haven’t tried that part already. Find a date that you know everything was working properly and do a system restore to that.

  77. #87 by Destiny on January 15, 2010 - 9:06 AM

Ok, someone please help me. Yesterday around noon i was on facebook doing what i do every other day, i use a laptop an it over heats alot so i was use to seeing the blue screen but something was different this time the blue screen came up i restarted it just like every other time that had happened an when it loaded but up there was a message on my screen indicating that new hardware had been found (note: i didn’t install any new hardware i was only on facebook) the message read windows needs to install driver software for your ancilliary function driver for winsock, theres a few options underneath locate and install driver software (when i choose that it said to insert a disc…a disc for what???) ask me again later an don’t show this message again. So after trying that for a few minutes i just closed out of it, went to connect to the internet (i connect wireless there a wireless router) an when i tried to do that there was another unfamiliar message it says: connection status: unknown The dependency service or group failed to start. I am using a sony vaio running windows vista. I been trying to restore the computer but everytime i do that it says system restore did not complete successfully. Details: An unexpected error occurred during system restore. I am so lost @ this point an if someone could please tell me what is going on with my machine that isn’t even a yr old i would appricate it so much…plzz an ty. I have also, went into command an fallowed your suggestions nothing has seemed to help. And it’s so hard to believe this just is not fixable, because it was working perfeclty fine until i got this message saying found new hardware

  78. #88 by rasto on December 30, 2009 - 11:16 PM

aha good, so u even remove negative reply … that’s sweet … OK now without any cursinge … this solution does not work and never worked … the problem seem a lot of more complex and diper the just reseting winsock or IP … I’ve tryed a million things already and nothing seems to work …

I’m sure it’s a virus or some kind of malware … when I’ll figurout a real solution, I’ll get back to this forum with some real stuff rather then all this BS THANK YOU … THANK YOU CRAP …

    • #89 by jen3ral on December 30, 2009 - 11:38 PM

Yes, I am going to delete any comments from people who can’t seem to communicate without cussing every other word and sounding completely belligerent. If you actually read through the 80+ comments here you would see that I do approve negative comments and attempt to help the people it doesn’t work for. I even posted a link to another post that has other possible solutions because I clearly never said this was the one and only fix. I’m sure you never saw that link because you obviously don’t read through the post and comments. It was MY solution and once again if you bothered to read the comments on this post you would see that this worked for the vast majority of them.

I guess the world revolves around you huh? If something doesn’t work for you then it doesn’t work for anybody? If you’re so sure it’s a virus or malware, then why didn’t you run with that idea to begin with? Obviously you weren’t sure or you wouldn’t have spent time on the internet looking for help.

It’s funny how people try to sound so big and bad when they’re sitting behind a computer screen. I’m more than happy to let people post other things that worked for them, just don’t be a belligerent idiot about it.

Brother (or sister) you are brilliant…
Been over several sites trying to get a repair for this. The little part being left out on most sites with the same solution was “run as administrator” it will not work unless you do it that way.

  87. #99 by Quek on October 16, 2009 - 2:51 AM

Thank you so much for the advise. It solved my problem with the same message.

I got this error today after my VISTA auto-update installation failed halfway when my battery run out. After that, I cannot connect to any network.

I nearly wanted to reinstall VISTA. Well, I just got my VAIO repaired due to RAM error, and my IE got error if I visit sites that need Java. Tried to reinstall Java, but failed. Keep saying that the one of the file cannot be located etc.

So I thought it might be good to take the pain just to reinstall the VISTA if I cannot resolve the connection problem.

Very grate that your solution helped.

I’m assuming that you already went through the steps I posted here. If that’s the case then the next thing I would suggest would be to go to the post I linked to at the bottom of this one and follow those directions. If this is a recent problem, it’s probably easier to just do a system restore back to a time when you know it was working to see if that helps. Something else you would want to look at would be your device manager to see if anything shows up as not installed, usually by showing an exclamation point or question mark next to it. I don’t have a vista machine around me at the moment, but I believe you can type “device manager” (no quotes) into the search bar in the start menu. It doesn’t sound like that would be the issue to me, but it’s worth taking a look at anyway.

I fixed my parents’ connection problem with your solution tonight. Thank you VERY much! I tried it just from desktop screen at first, and nothing doing. Same balloon popped up complaining about the dependency group failure. ARG. Without getting all jerked out of shape, I decided to try it in safe mode: VOILA! Internet connection restored after restart.
I have to tell you after a week of google research, it was refreshing to see a well written explanation without ten flame posts following it to illustrate what an idiot you are. (YOU MOST DEFINITELY ARE NOT!!) Thanks again, you have found a permanent home in my bookmarks!!

    Hi,
After running the commands, I restarted, and logged on. When I click on the browser the blue screen showed for a couple of seconds then restarted again. This only happens when I open up the browser or other programs like lightroom. Thankfully, it doesn’t do this when I backup files to an external drive.

Is there anything I missed or should try?

    Thanks

    • #130 by jen3ral on June 7, 2009 - 10:04 PM

You can try checking to see if any system files are corrupted by opening a command prompt and typing sfc /scannow. That will check and attempt to repair any damaged system files. It sounds pretty bad if that blue screen of death comes up every time you open a program, you might eventually need to reformat. Try doing a system restore (start menu > programs > accessories > system tools > system restore) to restore the system files to a date before you started having problems. A system restore won’t touch your personal files, only the computer’s system files.

Here’s a link with a little more info on system file checker.

I have run through the fix steps and it didn’t work for me. I also tried running sfc /scannow and twice at 58% the process failed with a message stating “Windows Resource Protection could not perform the requested operation” Do you have any other ideas as to what I can do? I’m 5 days from a business trip and need network connectivity on my laptop. Help?

        • #132 by jen3ral on August 24, 2010 - 8:49 AM

The first thing that comes to mind is to make sure you are running the command prompt as administrator. Type cmd into the search box, then when it comes up, right-click on it and choose to run as administrator. If that still doesn’t work, let me know. I’ll see what I can find online.

I totally love you! I thought this didn’t work at first, but it turned out that I didn’t read the post properly and forgot to run cmd as an administrator. When I corrected that and went through the process again, everything worked great – and my computer boots up much faster too! Thank you again :o)

  122. #138 by Francis on April 13, 2009 - 6:13 AM

I would like to add my experience. It didn’t work and it took longer for my laptop to boot. I am not flaming the post, I just wanted to share my experience. I think there is no silver bullet for this kind of problem except of course, reformatting.

    Matt,

Question for you. When I enter “netsh ip reset,” i get the following message “Reseting Interface, OK! A rebot is required to complete this action.”

Do you know what this means?

    Thanks!

    • #146 by jen3ral on March 19, 2009 - 7:45 PM

      Who’s Matt?

Step 4 says to restart after submitting the command, that message is why. It’s telling you that the command completed successfully and that restarting the computer is necessary for the changes to complete.
